I know this is a bit general, but doe IaaS providers generally restrict you to an individual PaaS (Softlayer and BlueMiz) ?

Depends on the type of integration you need between your PaaS apps and your "legacy", server based apps and data.

IaaS providers do not restrict you from running your PaaS wherever you want, but you may find it easier, faster and cheaper to run your IaaS where your PaaS is. So, if you use Bluemix, and you need integration with traditional workloads, it would make more sense to have your traditional workloads on the same IaaS they use.
