If I do a select all rules and manually run they work fine

Only thing I could think of is that I did work from home one day and did a remote desk top to my pc through a vpn

Try running the /cleanrules switch with Outlook to remove any potentially corrupt rules. You may want to back up your rules first if you have a large amount of them, which will then allow you to import them back into Outlook.

The steps to perform this procedure can be found in this Microsoft article (ignore the title of the article, we're only interested in the steps): https://support.microsoft.com/kb/926205/en-us

I tried the steps in the article but unfortunately it did not fix the issue

I still have to run the rules manually
