Power User is gone and will not work. The GPO method is Power Broker by Beyond Trust. I suggest NOT disabling UAC.

My apologies. Here is the website for Beyond Trust.

http://www.beyondtrust.com/PowerBroker-Desktops-Windows-Edition.aspx?section=PowerBroker-Desktops-Windows-Edition

This allows granular setup of specific permissions.

Also, to respond to your Question 2:  Avoid allow untrained users to be local admins. They can wreck a machine in as little as 5 minutes.

John...

While I see how the software will do the job, I like to find a solution within Windows, do you know of any?

There is no native way in Windows to do an admin job without being an administrator. At our clients, the vast majority of user software works under Standard User and we do admin maintenance as required.
