Power user or Local Admiin

I need to allow 3 of our tech that program cell phone to be able to download drivers and run programs.

Unless I'm mistake then power user was taken out back on Win Vista?

Question 1
Can I still make a user, a power user on win7?

Question 2
Given the above requirements should I make then local admins?

Question 3
Be it Power user or Local Admin, I want to do it via GPO...
Can someone walk me thought setting up the GPO?

Power User is gone and will not work. The GPO method is Power Broker by Beyond Trust. I suggest NOT disabling UAC.

This allows granular setup of specific permissions.

Also, to respond to your Question 2:  Avoid allow untrained users to be local admins. They can wreck a machine in as little as 5 minutes.

I agree with you 100%, that's why I want to find a solution and not make them local admins...

There is no native way in Windows to do an admin job without being an administrator. At our clients, the vast majority of user software works under Standard User and we do admin maintenance as required.
