Scripting vs Programming Language

I would like a recommendation on what scripting or language to use in a coding project.

I would like to create an app that would be placed in a usb stick. When the app starts, it will run a commercial app. Once that app has run, then it would run another app.

Also, is there a way to tell it to do particular functions based on results of the previous app being run before the next app runs?

What is the target system on which the app will run?

Like any writing project, the audience will provide the options that meet the criteria and then your knowledge will dictate which of the options you will use.

A programming language would be compiled, I.e. C/c++ Java, VB, , etc.
Scripting usually is a sequential execution of commands batch, shell, perl, etc.

The target system would be Windows 7/8.

You would need to use a programming language C/C++, java, J++, VB, VC# etc.

If you are developing the application.  IF the application relies on using other functions wmic, etc. , you could use VBscript, Jscript, Batch scripting.
