Microsoft email question

I recently had to re-install my Windows 8.1 OS and after doing so, when I see an email link, like on the internet, if I click on it, instead of Outlook 2013 opening up (my default email software) Microsoft Email opens, I mean the one that wants you to link to an email account on the cloud.  I don't like using the cloud email, for reasons that go beyond this conversation.

So, the question is, how do I get my software to open my Outlook 2013 instead?

Change this on the program defaults page

To open the defaults page
Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, click Settings, and then click Change PC settings.)
Tap or click Search and apps, and then tap or click Defaults.
