File left open when scheduled task freezes

I have a scheduled task on a network server that opens an excel workbook named CPOE Report Card.xlsm with an Auto_Open macro that processes a report to a list of recipients and then closes.

It runs every Monday.  It ran without a problem on the 9th.  This morning it ran into a problem.

For an unknown reason the task stopped after 4 recipients and left the file open.

I stopped the task via the Task Scheduler.  Now I have a file ~$CPOE Report Card.xlsm which I cannot delete.

The original file can only be opened in a read only status.  When I run the task manager, I do not see any processes or applications running.

How do I get rid of the "~" file and restore the original file so I can open it?

Make a copy of the ~ file, then reboot the server.
