I've got 2 FTP sites setup on one IIS 7 instance.  The first site is setup with the default TCP 21, and I am using TCP 22 for the second site.  Both sites are setup identically minus the tcp bindings.

The first site (default 21) works fine, but I get errors when connecting to the second site (TCP 22).  Both ports are open in my firewall.

I am connecting through windows explorer as ftp://EXTERNALIPADDRESS and ftp://EXTERNALIPADDRESS:22.

The error I get when I attempt the FTP connect to ftp://EXTERNALIPADDRESS:22 is:

An error occurred when opening that folder on the FTP server.  Make sure you have permission to access that folder.
Details:
200 Type set to A.
227 Entering Passive Mode (10,0,0,10,6,0)

As you can see from the error, 10.0.0.10 is the internal IP of the server.  Everything works if I FTP to both sites internally from a different server.

What am I missing here?

Make sure the user has permission to the directory you are trying to access.

I figured this out by assigning dynamic port ranges on the sites.
