windows server 2012 r2 services red in server manager

We are getting under server manager 3 services in red:

sms agent host (delayed start) automatic
configuration manager remote control (delayed start) automatic
ccmsetup   automatic
We try to start them manually but they won't. We tried to start ccmsetup, it starts then it stops again.
Does this server requires a restart. Please advise.

The services will only start-up when required by Systems Center. I would not advise a restart purely because the services are not running, unless there is some aspect of the Systems Center agent that isn't working as it should.
