iphone user sync exchange 2013 contats on their phones?

I have some clients that need their contacts off the server. They use i phones 4s and 5s. How do i make sure that they can get the contacts on their phones?

iPhones have  a configuration to setup your mail account with an exchange server. Once you put in all the correct credentials, you can then sync calendar, contacts, etc.

This should be fairly straightforward with an iPhone settings:
1) Touch settings on iPhone
2) Touch Mail, Contacts, Calendars
3) Touch Add Account
4) Touch Exchange
5) Add email, password, domain
6) Select the pieces of exchange you want to sync

The user should have all their exchange items on their phone. You can also do this exercise for any corporate Google Apps account. I have my Google Apps account with gmail, Google calendar, etc. setup on my iPhone 5s.

its only bring over 85 of the 900 plus
Hmmm, the fact that it is bringing over some of the contacts is a good sign. I am not sure why all 900 are not migrating over.

One thing about Contacts...are they emailed contacts or actual contact records? Typically, the phone will not sync Emailed Contacts.

Unfortunately, I need a little more information from you to help any further. There must be some unique aspect to the contacts you were able to migrate. Not sure how to troubleshoot without more information.
yes they are email contacts. they used to be on another domain that synced their email contacts to their iphones
the real questions her is how to move over the GAL to my contacts on their iphones?
