Shows that you are having permission issues. Are you running the hotfix as an Administrator?
Also check in the EventViewer for errors happened around that time [16:36].

THERE IS NO ERROR UNDER SYSTEM ON THAT TIME.

Try to right-click of the hotfix file and select the option Run as Administrator.
Also turn off temporary any antivirus product that it's installed in the machine. Do not forget to turn it on immediately after the hotfix finish.

Let me uninstall the Antivirus.

Thanks. You should reinstall that hotfix since is a security patch. Only problem is that you need to uninstall it every time you need to install an hotfix.
