Outbound email problems with new Charter ISP connection

The customer has been on ATT DSL for years, and has bellsouth.net email addresses.  All was working fine until they changed over to Charter cable as their ISP yesterday.  They can still receive email, but now any time they try to send, they get the error about how "Outlook cannot connect to your outgoing (SMTP) e-mail server...contact your...Internet service provider (ISP)."

Is it possible that the Charter setup could somehow be blocking their outbound email?  Charter tech support says no way.

All these years, they have been set up to use inbound.att.net, outbound.att.net, port 110 in, port 25 out, no SSL...just standard default settings.  I found a link at att.com that says users with bellsouth.net addresses need to use inbound.att.net, outbound.att.net, port 995 in, port 465 out, and SSL.  But when I try those settings, I can't get inbound OR outbound to work.

ATT tech support also insists that they have no idea what the problem is.

I'm hoping someone has an idea--short of me having to go back to the customer site to reconnect their DSL circuit.  TIA
