Excel 2013 hangs when emailing though Outlook

I have the issue where Excel 2013 hangs when the user tries to send email as an attachment via Outlook.  I have looked through the web and all the solutions is not working.  I even uninstalled and reinstalled a fresh copy.  OS is Windows 8. What am I missing?

Open Control Panel > Internet Settings > Programs tab. Is Outlook 2013 selected as the email program?
