I had a 2013 database in "dirty shutdown" state and had to perform a repair since then none of the users can send internal or external emails, I get the following error...

Did you try a mailboxrepair for a user?

Something like:

New-MailboxRepairRequest -Mailbox <mbxname> -CorruptionType SearchFolder,AggregateCounts,ProvisionedFolder,FolderView

Please check the eventviewer if there is any error event.
Check all the services.

I've restarted the server and I get the following event ID error
1002, 1046,2006 repeatedly

Fixed my problem by creating NEW mail database and transferred all users from one database to the other. works!
