Server 2008 not booting correctly

I have a server 2008 that is not a DC just a standalone server. The server lost power and ever since will not boot in normal mode, just hangs before the GUI is to display and nothing happens.
When rebooted, and safe mode selected, it boots to the GUI every time.

I have also discovered when pressing F8 and selecting the menu (Disable driver signature enrollment), the server can boot to normal mode with no issues. Seems to be able to reboot several times before having to press F8 and select the disable driver enrollment feature.

Any ideas how I can trouble shoot this or work out if it is a driver, which one?

thanks!

Is this a DC or Exchange Server?

I would run the System File Checker tool:
More infos here:
http://support.microsoft.com/kb/929833/

Will the scan find errors?

Now download and run the System Update Readiness Tool:

http://support.microsoft.com/kb/947821

Can you upload us:
%windir%\logs\cbs\cbs.log
%windir%\logs\cbs\CheckSUR.log
%windir%\logs\cbs\CheckSUR.persist.log ?
