What, more specifically, is your topology, and how have you configured access to OWA from the outside?

I have a Small Business Essentials server 2012 R2 there is a wizard that helps you set up the Exchange Interaction.
On the The SBE Server there is a Hyper -V running Exchange 2013 . I have on external IP
SBE server 192.168.0.50
esxchange 192.1680.51
Using ARRconfig the external OwA requested should set up the SBE server as a proxy for OWA
"ARRConfig config -cert D:\Downloads\mail.pfx -hostnames mail.domain.com,autodiscov er.domain. com" is the command I ran.

You can't run hyper-v on essentials and expect things to work right. That breaks the networking stack in a few bad ways. You should run a standard server with Hyper-V (which I assume you have a license for to run exchange on) then run two VMs. One VM for essentials and one for exchange. That is a supported Microsoft configuration and hyper-v, anywhere access, and ARR won't be stomping on each other anymore.
As an aside, there is no "small business" in the product name. It is simply windows server essentials, or WSE.

Actually I am running Standard server with Hyper-v with the essentials add-on which is supported .
