ipad ios8 emails being rejected by Server

Hi  
Set up  a new exchange server 2013 server  which works with no issues.
but when I try to send  email through my test ipad I get an error.
The message says  " rejected By Server"  
Also the inbox  on the Ipad does not have any emails in it.
is this an active sync issue ?

I found the problem It was a active directory
Issue. I had  reinstall the certificate
