I need to be alerted when a particular web page changes.

There is a web page that I'd like to receive an email alert on when it changes.
How can this be done?
Example:  
http://losangeles.ucbtrainingcenter.com/courses/view/11129

This course is currently sold out.  When the page changes, I'd like to be alerted.  Sometimes people drop out of courses before they start.
