Exchange email

We are looking for  suggestions to institute content filtering of user to user emails inside our domain. We have come across words that should be blocked and are not.  We have a barracuda spam firewall for in and out of domain filtering so we would need something to work in conjunction with that. We have had prior suggestions like Marshal, Brightmail, GFI or cloud based like FOPE from Microsoft but these products appear overkill. We have also tried Organization Configuration > Hub Transport > Transport Rules > New Transport Rule

Under text patterns all the different words or phrases of words can be added. If forward for moderation is selected a mailbox can be selected and that person can approve or disapprove the message. Gut all emails are being sent to moderator.  

We are running exchange 2010 sp3 rollup 7

You have basically outlined the two options that are available to you.
Transport rules or a third party product.

You could get a transport agent written for you, but that is simply going to replicate what the rule does.
You aren't really going to get anything that will work WITH the appliance, because that is outside of Exchange.

Pretty much any anti-spam product will do the job. I have a number of clients with GFI Mail Essentials who are happy with its performance. Exchange integrated AV products can also usually block these kinds of messages.

With anti-spam products being very effective at dealing with spam from outside, internal email blocking is about the main tasks these kinds of products do.
