Is there a registry key or anything to indicate if a new outlook profile has been created. We are looking for this info on a large scale, and is there a was to create a GPO to recreate an outlook profile?

Registry key will exist for each users profile which becomes an issue as to how are you going to translate SIDs to username (could be done using PowerShell).  What you need to do is use is Office Customization Tool where an Outlook profile is automatically created for a user upon logon if a profile didn't exist.    You could also customize Outlook profiles, refer to following links:
