Exchange 2010 permission for HelpDesk members to add retention policy to users

Is there a way to give access to our helpdesk groups to add and change retention policies on the EMC?

If you want to create a specific Role Group you need to do the following...
- Open EMC
ret1.JPG- Create New Role Group
ret2.JPGret3.JPGret5.JPGret6.JPGret7.JPG
Once you have created the New Role Group and applied the permissions for Retention you will see this group under the Microsoft Exchange Security Groups Container in Active Directory as well. Add your Helpdesk staff to this new group.

What groups are you HelpDesk apart of? If they are apart of Recipient Management Group they should have access to retention policies on mailboxes.
