What groups are you HelpDesk apart of? If they are apart of Recipient Management Group they should have access to retention policies on mailboxes.

Take a look at the below link for details

Yes I read the same link before submitting this question. How do you create a rule to allow?

If you want to create a specific Role Group you need to do the following...
- Open EMC
ret1.JPG- Create New Role Group
ret2.JPGret3.JPGret5.JPGret6.JPGret7.JPG
Once you have created the New Role Group and applied the permissions for Retention you will see this group under the Microsoft Exchange Security Groups Container in Active Directory as well. Add your Helpdesk staff to this new group.
