make outlook calendar fully visible to manager

Is it possible to make a users calendar fully visible, including private appointments, to the users manager? If it is, is it possible to do so from the server or do I need to do it from the users Outlook?

As far as I am aware, it is a client side setting.
There is a setting to allow Delegates to view private appointments.

You should be able to do this via powershell on the users mailbox for Exchange 2010.
