I am receiving a Citrix Has Stopped Working error on a Windows 8.1 deployment.

The SelfService.exe is crashing with a BEX error. We have 2 identical deployments, one of them works, one doesn't.

What Sekar said. Also compare if the one not working has different MS updates.
The solution was Intel HD Graphics updates. We ran a system detect and each machine had a different level of drivers on it. Windows Updates were irrelevant. Problem solved.
