Locking out functions on Android

Hi guys,

We recently deployed 40 handsets with mobile-spy (a very good tracking and monitoring app), everything is working well. But due to oversight we failed to take into account that if GPS is disabled then the tracking is useless, and mobile-spy does allow us to block this.

I am looking for a simple to use android app that will allow us to lock users out of turning off GPS and Mobile data, that cannot be easily removed. Thats all it need to do. I have tried a few but I cannot find anything simple that will allow this control.

Has anyone any good ideas please?
