Outlook 2013 addins

I am using Outlook 2013 and the adding tab refuses to appear
I have checked the addins box in the menu configuration to show it
restarted the pc
updated office to latest version
tried opening with different addins disabled
No luck

Any ideas / registry hacks ?

Have you tried to open outlook as an Administrator?

You may want to try this;
You can this by following this step:
 Hold the SHIFT key while you right click on the Outlook icon.
From the menu that will show, select Run as administrator

See if you can access the ADD-Ins tab.

Have you tried to call the Microsoft support center?

It might be a good thing to get Microsoft help on this as you should at least be able to access to the Add-Ins tab, but you can't.
