Using IF and ISBLANK in Excel Formula

I'm try to concatenate some columns in an Excel worksheet and keep get the #NAME? result or it complains about parentheses.

Col B = Name Prefix
Col C = First Name
Col E = Last Name
Col G = Spouse Name Prefix
Col H = Spouse First Name

=IF(ISBLANK(H9),(B9 & " " & C9 & " " & E9),((B9 & And & G9) & (C9 & And & H9) & (" " & E9)))

Any idea of what I'm doing wrong?  The True formula works fine, but when I put it together with the rest, it falls apart!
