any recent installations, uninstallations, or deletions, or clean ups? A different browser works? Frewall changes? Nothing at all happens? No error? Logs? FTP? Telnet? Ping?

is that error message same as before you tried "I fix it" or is it new since "I fix it" and is "I fix it" via Chrome?
can you right click on IE, then run as admin? or run chrome as admin?

Are you sure IE was correctly installed?
What version of IE?
Repair IE
1) Control Panel|Programs and Features|Turn Windows Features On or Off|is the box for Internet Explorer checked? If so, uncheck and follow directions. You will eventually have to reboot. Go back to the Turn Windows Features On or Off window. This time check the box for IE and follow directions.

try to run IE without add-ons
"C:\Program Files (x86)\Internet Explorer\iexplore.exe" -extoff
if it works that means there is some corrupted or malfunctioning add-ons, you can verify them and disable them
specially the one not from Microsoft

Is there any chances that your IE could be infected by some malware?
Just to be sure, I would suggest to download and run with administrator privileges from your PC Combofix (save it on your Desktop):
http://www.bleepingcomputer.com/download/combofix/
an then also AdwCleaner to clean up your browsers:
http://www.bleepingcomputer.com/download/adwcleaner/
After that, perform also a Malwarebytes full scan.
