Synchronising Native .net Web Application to a cloud server


I would like to know if there is a third party tool or if there is a way that i could synchronize a native mobile web application database to a cloud server.

I have developed my Native mobile web application in .net. Currently it is only able to work by connecting to a cloud server. I need the application to be able to run on a Offline version but contain the data from the last time it was online.I have replicated the MSSQL database to a SQLLite database but i have no idea on how to get the databases to synch once the device goes offline an comes online.
