Glancing at the pypm index for numpy (https://code.activestate.com/pypm/numpy/), it appears that ActiveState only supplies the 64-bit numpy to licensed users.  Are you running a 64 or 32-bit build?

Unofficial windows numpy binaries are available from: http://www.lfd.uci.edu/~gohlke/pythonlibs/#numpy.  I'm not 100% sure they're compatible with ActiveState but they probably are.  Personally, don't know anyone that actually uses ActivePython.

Anyway... From your previous post, you're running 2.7 and from this one I'm guessing you went with the 64-bit build.  If so, you'd want to download numpy‑1.8.2+mkl‑cp27‑none‑win_amd64.whl.   I believe ActiveState includes pip by default.  If it does, you'd install it with:

pip install c:\wherever\you\saved\numpy‑1.8.2+mkl‑cp27‑none‑win_amd64.whl

If ActiveState doesn't include pip by default, you'd need to install pip first... which you should be able to do with pypm.

pypm install pip
