What is a good ubuntu drawing program

My sister sells cemetery plots.  She has pictures (kinda crummy) of each of the headstones.  I am trying to help her by drawing a diagram of all of the sites.  What is a good drawing program in linux?  I started to use Gimp but I realized it's a photo editor, not a drawing program.  What would be a good choice?  I'll use Gimp if it will do it, but i don't want to waste time.

I believe Inkscape is available and Open Office / Libre Office both have drawing programs.

Libre Office has Draw and Impress ('Powerpoint') available for drawing.

Gimp is indeed not the program you want, that is more like 'PhotoShop'.

Can you post a sample (basic) picture of what you want to draw?

Here is the picture you requested.
I looked at the organization and legibility of their documents...  I hope THEY know what they're doing.  I live about 100 yards from the cemetery and I'm supposed to be buried there (not  ready yet) but, after looking at their docs, I might be in your front yard :).
There cemetery has currently:
5 SECTIONS (A - E)
     each SECTION is divided into numbered PLOTS
            each PLOT is divided into 2x6 (12 GRAVESITES)
I am going to draw a LEGIBLE (!!!) diagram of the cemetery.  I hope you understand enough to help.

That is something I would not use any drawing program for ;)

Just 'Excel' will do (or Libre Office Calc) fine for that purpose.

Good.  I know Calc and  was thinking it may be the best way to organize her mess.  Fixing those pictures AND learning Gimp better seemed rather impossible.
