Exchange 2010 to 2013 migration wizard not working

In the EAC I can go to migration, click add, pick the mailbox, pick the database and go through the entire wizard without an issue. Initially, it shows under Total the one mailbox that I have selected as a test.

However, after the "Syncing" process, it changes status to completed with Total, Synced, Finalized and Failed all listing 0.

I have stopped and restarted the Mailbox Replication service and search indexer and even rebooted the server several times and it is still doing this. I have checked the event logs and there is nothing in there that shows why it would be doing this.
