iPhone 6 inbox will not sync inbox with exchange

Phone was working fine then wouldn't update inbox with exchange.  Restarted phone, deleted account and re-added it, restored phone, reset network setting, wiped completely and reinstalled software and restored phone from days earlier,.. Still doesn't sync inbox.  Everything else works, sync other folder, can send mail, contact and calendar sync fine.  My Inbox and account completely works fine on my ipad, just not my iPhone.  Any ideas?
