Setting transport forwarding rules from distributed groups to distributed groups

I am trying to forward any emails that are going to a distributed group to another and it is not working. It allows me to put in the rule but the email never makes it to the second dg. I did some research and wasn't sure if this applies to an on premise 2013 exchange server.

Why not just add the group as a member of the other group?
When you are doing the forward, how are you actually setting it? Using the email address of the group, or something else? Do you have a restriction on the group, who can send to it etc?

it should work through transport rule . Check the second DG is mail enable.

I can email both DG fine. I want to get rid of the first DG after a few weeks of having it forward to the second DG.
