the connection to microsoft exchange is unavailable outlook 2013 outlook must be online address book

I am getting the following error when opening the address book in outlook 2013:
the connection to microsoft exchange is unavailable outlook 2013 outlook must be online address book
I am all out of patience for this problem.   I get this message on SOME of the computers on our LAN and other do not.  When a user clicks on the address book, this error pops up.  They are using office 2013 and I already tried taking off cache mode and putting it back on.  That doesn't work.  Is there any way to resolve this problem.  It perplexes me because not everyone has this problem

The firewall being used is Symantec Endpoint Security.

Our mailserver is Exchange

What version of Exchange are you using?
The primary reason for this is the lack of OAB virtual directory configuration, or it is set incorrectly in Exchange.

Unless you are using Exchange 2003 of course, which I don't think Outlook 2013 is supported with.

Simon.

That is sounding like an issue with your domain - poor replication most likely.
Do you see the user in OWA?

Could it be an issue with the local mail profile accessing the Address Book?   Does Forcing and update of the GAL locally help?
