Barcode scanning with camera on iOS

I have question on scanning barcode from camera in custom enterprise application. We are
developing an application for our enterprise using Xamarin which will
run on ios 8 for iPAD mini. All out ipads will be locked down through
apple configurator which will not allow users to use camera. However, we
have a requirement to do barcode scanning from application for which
camera is required. Just want to know if there is any possibility where
camera feature is locked down but we can still use it for barcode
reading from custom application we are developing(May be using certain
kind of access code or password?). I want to know how can we possibly achieve this or is there any workaround.

Short answer: No.

Long answer: Third Party Apps Are Prevented from Accessing Camera in iOS AFTER it is disabled.  To be clear, disabling Camera will prevent all third party apps that typically use a camera from using that aspect of the application. This includes apps like Skype, Instagram, Facebook, Snapchat, Afterglow, and any other app that would usually have camera functionality built into it.

I am sorry it is not a more satisfying answer or work around, but Apple does not really let people customize their devices unless you jail break the software. (Not recommended because it can void the iPad warranty).
