Toshiba Laptop won't complete "Scanning and Repairing Drive"

Won't boot to OS, just runs scan and repair but never finishes, only gets to about 34%.

Possibly the disk is bad. Scan it using the disk manufacturer's diagnostic utility. Most of them are included on the UBCD, which you boot from:

If it is bad, you'll need to replace it and restore your system either from your backups, or via the recovery USB stick you made when you originally got the PC. If you "forgot" to make this stick, you should be able to order recovery media from toshiba for not too large a fee.
