Use json_encode in PHP and echo it in a JSON.parse() method in your javascript.

And, I suggest that you format your date to mm-dd-yyyy in your query so that it can be directly used in your javascript.

So this should work:
<?php
$query = "SELECT DATE_FORMAT(date, '%m-%d-%Y') as date FROM `holidays`";
$result = mysql_query($query);
$dServer = array();

while($row = mysql_fetch_assoc($result))
{
  $dServer[] = $row['date'];
}
?>

<script type="text/javascript">
var skipDate = JSON.parse('<?php echo json_encode($dServer); ?>');
</script>
