Sysvol is not replicating between server 2003 r2 and server 2008 r2

I recently promoted a 2008 r2 server added it to my 2003 r2 domain.  the active directory replicates and the repadmin (showrepl) shows no errors. Yet the sysvol is not replicated between the 3- 2003 servers and the 2008 server. I have completed the steps under for the error "Procedures for Troubleshooting FRS Event 13508 without Event 13509" it all seems to check out fine. Why doesn't it replicate the sysvol and how do I fix it?

You can try forcing rebuild and replication of sysvol on affected DC:

Ensure you uses option D2, no authoritative restore.
