Is it possible for an end user to create external contacts in exchange 2013

I've tried creating the RBAC role as it was in 2010, however since the web interface is changed with the addition of ECP I can't locate where the end user would be able to create external contacts

This is the exact documentation I used to create it. My issue comes with testing it. Exchange 2013's web interface is completely different and none of the options/menu's are consistent with that of 2010.

What I'm really after is a way of testing and validating it using OWA for Exchange 2013

Once the permissions are set you create a contact as a test. You can use either EAC or Powershell for this. See link below.
