Cannot install SP2 for windows Server 2008 x64 and cannot modify Roles/Features

When trying to install the update to SP2 i get an error that I need to install SP1 even though it is installed. Also, I cannot see or modify any of the server roles.

Just to ensure, you are running 2008 and *not* 2008 R2, correct? There is no SP2 for 2008 R2, and attempting to install it will cause the error you describe.  As far as the roles, what *specifically* are you trying to do? What steps are you taking? What errors (if any) are you seeing?

Sounds like you have serious corruption then. There was no SP1 for 2008 (or more accurately, since 2008 was delayed behind vista, RTM included SP1 out of the box, there was never a 2008 shipped without it.)  Corruption at that level is hard to diagnose and even harder to repair. I'd probably look at restoring a backup if you can identify what and when the corruption occurred. Otherwise you may have to migrate the data to a new clean install.
