Outlook 2013 internal domain email going to junk mail
Client is using Outlook 2013, with SBS2011 (Exchange 2010) Latest SP and patches applied.
cleint has recently been stating that internal emails are going to the junk mail folder. I observed the same.
Actions I have taken- Verify that the internal domain is on the safe sender list, created rule in Hub Transport to force -1 SCL on all internal email.
Turned Outlook Junk Mail filter off.
Booted Outlook with /cleanrules
Booted Outlook with /safemode
I can move the email from the junk mail folder to the inbox and within 2-3 minutes the email will automatically move back to the junk mail folder.

Therefore I would expect it is a third party tool that is scanning the messages and moving the email. That could be something on this machine or another machine. AV software, something like that.
