Outlook 2013 internal domain email going to junk mail

Client is using Outlook 2013, with SBS2011 (Exchange 2010) Latest SP and patches applied.

cleint has recently been stating that internal emails are going to the junk mail folder. I observed the same.

Actions I have taken- Verify that the internal domain is on the safe sender list, created rule in Hub Transport to force -1 SCL on all internal email.
Turned Outlook Junk Mail filter off.
Booted Outlook with /cleanrules
Booted Outlook with /safemode

I can move the email from the junk mail folder to the inbox and within 2-3 minutes the email will automatically move back to the junk mail folder.

Outlook's native junk email filter doesn't move messages again - the email is moved to the junk folder at the point of delivery, it does not scan the messages again.

Therefore I would expect it is a third party tool that is scanning the messages and moving the email. That could be something on this machine or another machine. AV software, something like that.

this issue with single user or multiple. If this for only one user .....Can you check on different workstation.

It looks some antivirus is playing game ,  Can you check on OWA, What's the result there ?

Its just on one machine. user has malwarebytes as the av. I will check on owa

owa and iphone that receives the corporate email all act the same. Internal email received to inbox and then a minute or so later the internal email is moved to the junk mail folder

That is definitely something else moving the content.
If it was the native filter then it would be moved to the junk folder at the point of delivery (so never hits the inbox).
