I had a look on the new phone and realized that we need to crate the Microsoft and nokia account before setting up the exchange mail . is there any advantage with this account creation and mobile user email management in case of user resign form the company mail admin can do something to block the mail  . At present password reset will take effect after restating the phone  , till that time user has access to the exchange mail

Microsoft and Nokia accounts have nothing to do with email management. Therefore you don't need to create them to connect the device to Exchange. The ActiveSync policy will manage everything.

However you do need a Microsoft account to access the app store, which is where the updates for the applications installed on the device come from.

your are correct in terms of theory . but practically we did not manage to connect our new Microsoft mobile users without creating Microsoft and then select the other account option to setup the email account ? may be we do not have the SSL certificate for our email server . ActiveSync and the outlook anywhere are the same or different technology ?

That is a device issue, has nothing to do with ActiveSync.
ActiveSync does not require a Microsoft account at all to work.

As for Outlook Anywhere, that has nothing to do with mobile devices either. It is for Outlook.

SSL certificate is pretty much a must - otherwise you are sending authentication details across the internet in the clear. Those details can then be used to attack your server and sending spam through it.
Self Signed certificates are not supported for use with ActiveSync or Outlook Anywhere - you need to use a trusted certificate.

"what are the advantages outlook vs outlook anywhere "

That is like asking what is advantages of a car versus a road.
They are unconnected. Outlook is an email client, Outlook Anywhere is a connection method.
