How to create sharepoint 2013 LINKS web part that opens URLS in new window

We are using SP 2013 as a portal / intranet.   I have a links web part in use on my site collection's home page. The links take folks to our enterprise's third party apps.  I want those URLs to open in a new browser tab or window instead of simply taking the user to that page directly, which basically kicks them out of the SP site.

I have full control as admin with access to SP designer but cannot figure out where/how to modify the web part's behavior (or create a customized version we can use instead) so that URLs posted in the LINKS web part will automatically take user out of the system and to a new window on hitting the hyperlink in the list.

So here's an interesting observation - out of the box, when you are EDITING the link properties, there is a hyperlink that lets you TEST the link after you enter the URL to the web part.  When you click  "test link" SharePoint DOES open the link in a new window.   Very strange that they have that option in configuration but NO option to make the link open in a new window like it does when you "test" the posted link.  Gotta love MSFT.....

Any assistance much appreciated!
