How to access iCloud Drive from iPhone & iPad

We have iCloud Drive setup in our windows 8 PC and can access it with no problem. In iCloud Drive we see the folders of Numbers, Page, etc (the Apple apps) but if we save any other files, like PDF files, in the iCloud Drive, we can't seem to access it from iPhone or iPad (like an explorer). Can anybody orientate us?

Are you devices update with the latest iOS8? This is the most common requirement. Otherwise, check this out to see if iCloud Drives FAQ area helps or not.
