How deploy C++ app created with Borland BUilder v6.0

I have created an app, using Borland Builder6.

When I try to run it from a different PC on the same network, I get the response that 'the program can't start because vcl60.bpl is missing from your computer'.

I have now installed a copy of vcl60.bpl, into the System32 folder, but I get the same message.

I copied the program to the other PC, and get a similar failure mode which mentions vcl60.bpl.

Following advice elsewhere on the web, I have tried:-

Under Project/Options
Complier tab: Click release
Packages tab: Un-check 'Build with runtime packages'
Linker tab: Uncheck first 3 items under Linking

Under those settings, the program does not compile at all on the base PC.

Advice about how to deploy my app would be most welcome.

If you are on a 64-bit windows the file must be stored in SysWow64 folder where all 32-bit executables reside.

or better put the file to the same folder where the executable of your application resides.
