Windows EXPLORER.EXE in windows 7 does not work proplerly

Hello experts,
We have this win 7 pc bought by one of our customers, seems to be ok but these issues we found:

1. normally we use the following command "explorer.exe c:\folder1\folder2" as a call from our App in order to open directly certain folder....in this machine it does not work... its odd since every other machine Works just fine with that command... what can we do here ?

2. The same machine does not have %appdata% working, it simply does not exist. What can we do here ?

The machine is not working properly.

First try System File Checker. Open cmd.exe with Run as Administrator and run SFC /SCANNOW. Allow to complete, restart and test.

If no luck, try Windows 7 Repair Install. You need a working recovery partition or the Windows 7 DVD.  Here is a Seven Forums tutorial to assist you.

It this were my machine that I had purchased, I would format, and reinstall Windows fresh. That is what I recommend here.
