Shoretel call forwarding to cell phone

We have Shoretel 13.1.  I have setup call forwarding for a user that lets the caller enter a 1 at the voicemail greeting to be redirected to the user's cell phone.  I am able to get that to work, however, when the user picks up the incoming call that is forwarded, the standard Shoretel greeting states you have an incoming call and if you would like to accept the call press 1.  By the time the user enters 1 to accept the call the caller on the other end gets the Shortel message attendant stating that there was no answer and to try your call again later.

Any ideas as to why this is happening?  I am using direct

In ShoreTel Director (HQ), if you go into the user's profile, you can set the number of rings that it takes.  Increase the number of rings and you should be set!
