Because <tbody> is a grouping element, not a display element.  Since it does not display anything, it can not affect overflow.  <tr> is similar.  About the only thing you can do with <tr> is set the background color for a row.

I don't know that you can.  What are you expecting it to do?  It doesn't seem to have any effect on the code you posted.
