New Exchange 2010 doesn't seem to be integrated into Active Directory

What I mean by the above is that this server running Server 08 has Active Directory enabled on same but when i create a user via AD users and computers on this server a mailbox isn't created - however if I create a user on our old 2003 Exchange Server (which I'm trying to retire gracefully) a mailbox is created -- any suggestions why this would be or where I should start troubleshooting?  Thanks

This has been changed since exchange 2007. From 2007 onwards, you have to create mailbox using exchange management console. you can do this by two way.
1)using Exchange management console
2) Exchange management shell.
