MS Project 2010 not seeing changes made to global.mpt when opening new files

I use organizer to copy views/formatting from a file back to organizer, but when I open up a new file I don't see any of these changes.  It's like there are 2 global.mpt files (the one I am updating and the one the system uses when opening a new project.

You don't mention if this is a standalone or enterprise situation or which project version but assuming its standalone - Project searches various directories for a copy of global.mpt so its possible you have multiple copies and its picking up the 'wrong' one when you start from different folders.
•The current folder
•The user's profile folder
•The user's profile language folder
•The folder where the Winproj.exe file is located
•The language folder where the local language variant of Winproj.exe file is located

If you are in an enterprise situation there are three possible scenarios:
•If you are working without a connection to Project Server, you will only have global.mpt available - this is the same as above
•When you start Project with connection to Project Server you default to global(+ non cached enterprise) which adds the enterprise Global to your local copy. if you change this the revisions will be lost on exit
• Next is  "(Checked-out Enterprise Global)" where you are modifying the enterprise template that gets copied above
