Locking down firefox v36

I have been reading about locking settings in firefox... specifically I would like to prevent users from accessing the firefox menu (options, addin etc).

I found some pages on the web but I can't seem to get it to work.    Here is what I've done.  I created a pref.js file and a mozilla.cfg file.  I've attached both.  I placed these into the XP programs folder for FF.  If I follow this correctly now this should set my home page... but its not.  Once I have this working I will add other settings.

What did I do wrong?
